The Tournament will be played under the Laws of the Game of Rugby Football, with Sevens variations, as framed by the International Rugby Football Board (IRFB) at the time of the Tournament. The Sevens variations are attached for ready reference.

The 16 teams competing will be grouped into four (4) pools of four (4).

Play on the first day of the Tournament will consist of matches between teams in the same pool on a round-robin basis. Three points will be awarded for a win, two points for a draw, one point for a loss and no points if the game is abandoned. No extra time will be played in pool matches.

Following the completion of the pool games, the top two finishers of each pool will progress to the Cup Competition. The bottom two finishers will progress to the Plate Competition.

If, at the end of the pool games, two or more teams have the same number or points awarded to them under Rule 3, progression in the Tournament will be decided by taking into account :

a) the Team which has scored the most tries ; and if the Teams are still tied

b) the Team which has scored the greatest number of points ; and if the Teams are still tied

c) the Team which has the higher difference between the total number of points scored for and, the total number of points scored against ; and if the Teams are still tied

d) the Team which has the least number of players sent-off. If the teams are still tied after considering a), b), c) and d) above, the winner will be decided by the toss of a coin.
